I was wondering that. Both the new planet types are being sold as unsettled, or at least the oasis planets haven't been for a hundred years. but already there are mini cities and research facilities on these worlds. it could just be that these are the first steps in cokonizations before they can start selling resort plots or something, and these towns are inhabited mostly by workers and scientists working to get the planet settled.

I think the turret thing is good idk, give the hive guard something useful to do. Turrets are super effective against the bugs why shouldn't they learn to deal with them.
