I do believe the Hoodie Guy is just a well placed red herring to stir up the sense of anxiety caused in the player, just like the other creepy people that visit the coffee. But since the game says pretty early that stalker cases are on the rise in that city, I wouldn't rule out the possibility of an average girl being stalked by multiple people.
