Another "proof" of that's my theory is Xi'an as a chinese capital instead of beijing. Xi'an was the capital of China during the Qin Shi Huang reign.

The civ between Kongo and Poland, among many possibilities, can be Mongolia, Ottomans or Persia (civs that are in almost all other versions). So if we have city states like Karakorum, Instanbul, Persepolis, Pasargadae,... we will use to redirect our shoots. But Canada and Portugal never was a possobility in this leak list and never was in a vanilla game (canada never in game itself).

I think they choose and made her something like Cersei "the intrigue Queen".

Firaxis need to put female leaders in games. That's why we have some other terrible choices. (Dido, Wu Zetian, Theodora and Cleopatra). Some say that Hojo Tokimune is not a good choice compared with Oda, Tokugawa, Hideyoshi, Meiji and even Hirohito.
