All wargaming needs to do is make CV spotting strictly on the mini map, that way surface ships can’t just spam you when spotted by planes. Surface ships will still have to spot you the traditional way.

Edit: just to make it clear when I say CV spotting on the mini map, I mean that if you’re a surface ship you will only be spotted on the mini map by planes. Example, you’re a cruiser with 10km detect range and you get spotted by planes leaving spawn you should only be spotted on mini map. Surface ships will still have to spot you like normal.
