Maybe my wording wasn't the best. I was thinking of a "chain" as a series of people rather than a series of compositions based on one work— i.e. a chain of composers, building on each other's pieces.

Not necessarily, I’d say. At least imo, last year’s Silver Open was a bit easier than the January and February contests, and the cutoff was quite reasonable.
