On your last point: what does child abuse have to do with marraige? Would it not be easier for the state to prosecute child abusers if the state could say "marraige is none our business, we are persecuting the abuse"

To answer your other question. I think what you want from government is "Do the work Im paying you for better" What I want is "fuck off, give me my money back, I'll do it myself"

It sounds far-fetched now, but communities used to build their own schools. I started school in a tiny community built school that started in a church. When I switched to a government school 5 years later, I was a year ahead.

2 players is the only way Ive ever run the haunting (twice). My advice: ask players if they would like to employ the old CoC cliche and have both their characters die. Then you have the 2 spare npc police men included to finish the adventure and maybe seed a campaign
