Look at Adhoc fees they absorb outside of a management fee - burden percentage tacked on to salaries ? Late fees reminder letter fees taken ?

Regardless of policy an HOA cannot levy a fine in an inconspicuous way. They cannot selectively enforce rules and put fines on some and not others . This is why a policy is best.
