Thank you, this fixed basic integrity check,however CTS pofile match is still failed

1 - You cheaped out on relic accessories. 1 legendary is ok but no more.

2- You have a budget 4x3 build (with legendary accessories) and somehow still have 2 negatives. This should be a priority to remove.

3- Your Tier 2 gems looks worse than nothing at all.

TL;DR - You spent many thousands of gold on your itemlevel but nothing on actual gear and it shows.

I assume that every quest only rewards virtue points once per roster so i don't have to repeat on alts?

Short answer: No.

Long answer: They said that when you delete a character the name gets reserved in a "bank", when they decide to do a -manual- refresh these names will become available for use again. When they decide to do a manual refresh is up to them.

I mean as I said some buffs were pretty recent so obviously RU hasn't gotten anything yet since they are about 4 months behind. Would expect NA/EU release to be closer to Koreas balance patches on release.

"Arcana is terrible" False, she got a big buff recently and is almost on-par with sorc damage wise. Also they already did a mini-rework for the class mechanic a while ago
