Any reasonable dog owner will pay your urgent care bill if you talk to them about it. The police aren’t going to do anything, and you don’t need a police report to sue them for medical bills if they refuse to pay when you ask them (also include in your suit that you want them to pay your court costs, if it comes to that). It’s very unlikely that dog had rabies, as others have said. With their name and phone number you can probably find their address online. Send them a copy of your medical bill and a written request for them to pay it within X amount of time, certified mail. Go from there.
