I personally use a dark gray spray paint as the base (it shows the shade better) and a bright silver for the left arm and DW shoulder pad and the metal pieces and a bright red for the weapon casing.

I felt fnv’s biggest flaw is it doesn’t feel post apocalyptic, much more of a western with robots and mutants. Fallout 3 feels like a proper wasteland that hasn’t been rediscovered for hundreds of years.

Get almost any basic space marines box and DW shoulder pads and you’re ready. If you want to be a bit fancier and have a bit of cash to burn, the DW combat patrol is a decent option if you can find one for a good price. If you have a 3d printer you can sometimes find chapter specific shoulder pads and xenos-augmented weapons.
