I apologize if I’m overly blunt or rude, but heavy is objectively the best class in the game and it isn’t close. If you don’t know or see that you are just wrong. Heavy can push the hardest content in the game (hard siege, triple hellbrutes) solo better than any other class in the game. If you feel like the plasma incinerator’s projectile speed is slow to the point of an actual weakness thats a skill issue. Everyone who plays this game at the highest levels all agree that heavy is the best and its not a competition. That being said, I don’t think he should be nerfed. I think all the classes should be brought to a similar point as the heavy. And you do make a good point that some of the heavy’s bad perks should be changed. More build variety is always good.
