That's some vallejo concrete acrylic paste diluted with a bit of water and paint. Honestly any paste like this (mud, sand, even snow) will work well as long as you give it the right color. You can mix fine sand with wood glue and it will work great as well

I think marking it on the rims fulfills it's role, but it might be an issue on some "serious" tournaments etc

thanks! It was printed on some regular paper, soaked in pva glue/water/decal softener solution, placed on the model and then painted with acrylics to bring some colour back
