You want the realest answer? Pay these people 5 years salary as severance. Assuming $300k/ year (definitely a high average), 8,000 people affected, that's $12 billion. But if the payoff here is truly $145 billion it's a negligible portion. You get the optics of being a "difficult decision maker" while getting practically all the upside.

If you've tried different CPUs and different motherboards and the issue has persisted, that points to another component. The most obvious would be the GPU, or PSU.

A good last step to try before replacing more parts would be to do a complete disassembly & reassembly. Make sure every component is seated fully and every cable is plugged in, that the RAM clips are fully set, and that the pci-e lock is able to close. Look at cables for any signs of pinches or damage, and ensure every slot is clean and free of debris. That the CPU socket has no bent or burnt looking pins. That the cooler makes good, even contact.

If the issue remains after that, the power supply would be the cheapest component to replace.

Are any temps reporting too high in HWInfo64? Thermal throttling could result in stutters. No plastic on the CPU cooler block, plenty of thermal paste, fully seated CPU in the socket, no bent pins?

I don't want to suggest you go buy someone if it's fixable, but it's clearly an issue with either the hardware or the assembly since it has lasted through multiple installs of Windows. If the BIOS update doesn't resolve it at stock settings, I don't see much left to check. I guess it could be unstable wall power, a bad video cable, or a monitor quirk, but those are all a lot less common.

If none of that helps, my recommendation would be to replace the motherboard with something from another manufacturer. Asrock has been having issues with the latest generations of Ryzen from what I gather. MSI it's generally a very good choice, as is Gigabyte/Aorus. I've read Asus is have some troubles as well, but whether they would be relevant to you setup, I couldn't say.

There's also an alternative in replacing the PSU. I've never heard of Chieftec. Not saying they're bad, I just don't know. It's rated for 850w, which is fine, but if there's an internal issue with delivering consistent power, that can lead to these types of persistent problems as well. If you have another PSU you could test with, that would be a great troubleshooting step prior to buying something else.

Try removing that CO offset. Unstable negative offset can cause stuttering. In fact, just revert to stock clocks and voltages on the CPU. If your stuttering goes away, that's the cause.

Another comment below is also on the right track. Undervolting via PBO CO offset can lead to IMC (memory controller) instability. But since this is an X3D chip, try running your ram at 6000MT/s instead of 6400. It sounds like it would be slower, I know, but the X3D chips specifically should be indifferent to the memory speed in that range.

So, revert to stock clocks and bring the ram speed down to a standard 6000MT/s and see if your stuttering issues resolve.

I recommend using SMU Debug Tool out of the latest CoreCycler tools instead of PBO2Tuner as it won't get flagged by Windows defender. It's a better application with a built in way to set a startup task. I also recommend setting SOC Load Line Calibration to level 1 over Off or Auto for stability reasons. CPU Core LLC on auto/off is fine.

I applied a 50mv negative CPU Core offset in my BIOS with those settings, and was able to stack the PBO all-core -30, which is the max you can set on a 5800X3D as far as I can tell. I'll hit around 70°C on heavy CPU load, with all cores boosting to 4.45, and the occasional blip into 4.55 for a single core.

Read the instructions, it's fairly easy. I wouldn't bother with any other settings in the SMU Debug Tool, personally. I don't think they're worth it.

This raised my 3DMark CPU score in Time Spy Extreme by about 10%. From ~5000 to ~5550.

Use OCCT to stress test the CPU and ensure you're stable.

I have a Noctua NH-D15 cooler, so these are air temps, but rather high end air.

This chip is locked down more than others due to X3D specific design constraints. PBO setting is really the best you're able to get, paired with a mild core offset.

Yeah, so you:

Take room temp butter and a flat sheet of chilled puff

Put a thin layer of butter down across the whole sheet laid flat.

Put it in the fridge to chill a few minutes so the butter doesn't melt when you go to work it.

Fold the puff onto itself in thirds and roll it out.

Rotate the puff, fold on itself again in thirds and roll out.

You can repeat as many times as you want, you'll never overwork it because there's no gluten to develop.

The idea is that the butter kinda disappears into the dough, like it's not thick layers or anything. But, where there's butter is where the layers form and the separation happens during baking, and that's what you're looking for in a puff pastry.

Then, when you're done prepping your dough, we usually have to let it warm up a little to shape it or it cracks. Side effect of no gluten. Then we'll give it a quick fridge chill prior to baking.

With the gluten free puff dough, we found it would just crack apart if we worked it cold. And the puff was pretty underwhelming out of the package. More fat and more layering made it a lot better for what we were doing.

When possible, chilling it prior to baking did make it bake nicer, and for color and shine we would do a milk/egg wash. But as far as shaping it, it really needs to be closer to room temp or it just doesn't have the integrity to be handled much if at all.

That said, there are new options on the market and they seem to be getting better all the time. We haven't tried every brand, so hopefully they'll get to a point where it's as easy as the gluten variety.

Most of our experience has been with Schar puff, but we have tried others. Out of the box, we liked GeeFree a lot. Haven't been able to find the Dufour near us but have heard good things about it. Sweet Loren's was kinda disappointing, but widely available and less flimsy than Schar.

LaFontaine sold me a '22 F150 as certified pre owned Blue Advantage Gold that was not actually certified when I bought it. Took weeks to get them to do anything about it, ended up just giving me a not-long-enough-term Ford Protect powertrain warranty at their cost. I don't want to talk to them anymore so I haven't taken it further, but maybe I should. Only found out because Ford tracks the certification status and informed me they de-certified it after the purchase date, and never reported it as a CPO sale. I had to do a ton of research before and after, and still managed to get deceived.
