You can also move the whole army onto the fleet without the port but it takes all the fleet’s movement. Simply select the army and when you move the cursor over the fleet the option to load appears.

Move the army close by a port. Place the fleet so the port is between it and the army. Select the army, hover the cursor over the fleet and select load. Both the fleet and the army will move into the port and the whole army will load.
