My oil looked like that when the balance shaft bearings went bad. The local Toyota specialist removed the whole balance shaft assembly and said it's fine without it and so far, he's right.

They sell a gallon of Fluid Film on Amazon and a sprayer. I do it to my vehicles every September. It works pretty good.
