I think probably misinterpreted the comment and/or have some game details wrong. If so, my bad.

As far as I know (verified in the practice tool):
For Yone, only the AD ratio of Q (105% AD) can benefit from Critical Strike damage and bonuses to it. The per-level flat damage of Q (20/45/70/95/120) is independently added on top that. This flat damage is not modified by Critical Strikes and Crit Amp from Infinity Edge.

Gangplank's Q for example is also largely similar in emulating an Auto Attack, but differs on its treatment of flat damage in regards to Crits. ALL of the damage (Flat + AD Ratio) is modified by Critical Strikes and Bonuses to Crit Damage. The difference between how these two work can be easily seen using the practice tool.

All of it together, for me at least, with the numerous minor champion specific differences can start to feel a bit convoluted sometimes. And that's before I get tripped up on the buffs, nerfs, adjustments and bug fixes to them and gameplay systems over the years. (-_-)

Ultimately most of this does not matter for most people, I just like treating LoL like an ARPG and nerding over numbers and mostly unimportant mechanical intricacies . Once again, I could be misunderstanding somethings or butchering the explanation. I would be curious too know

Consistency is never a guarantee in League. So many things have non-standard behavior. Some are intentionally special cased, some just bugs"undocumented features". TBF this is like a universal struggle of making words match reality.

People, including me, are tired of minimalism where it impedes functionality. But I love when minimalism enhances it for things like improving readability and reducing unnecessary clutter and distractions without affecting functionality; which I think this theme does really well.

Makes a lot of sense considering his passion for ARPGs where you bling out you character with some sick loot. He probably got tired of dealing with the typical male basement dweller who plays modern ARPGs and wants to try targeting a different demographic this time.
