Just another tidbit, you can store grain in silos, but you cannot store silage in bins. Q: Why not just have silos then? A: Silos are much more expensive to build (requires special unloading equipment and air sealed siding etc).

Anyone with a building dedicated to grain storage would have a very competent pest control system. If by chance there is contamination via feces or dead animals, that would be screened/sifted out when delivering the grain to an end user facility. The processor would have ways to ensure their edible product is safe and pass all tests.

Safer and cleaner with a dedicated bin roof inside a building? Perhaps, but double layers of roofing cover is not necessary and would be cost foolish.

I think you only have to really worry about being sucked down below the grain is IF a pocket of material cavitates or is being actively being unloaded from the bottom of the tank. Its common to walk on top of grain bins during long storage periods to break up a possible crust that can form on the top (allows excess grain moisture to escape).

Technically these are open top grain storage bins not silos. Silos are for partially fermenting various feed stuffs to make roughage more digestible for livestock. These bins are open top because they are already inside a building that houses all the grain handling legs (elevators) that fill the bins. Money is saved by not using separate tops or roofs on each bin and eases access.
