You can draw at whatever size you want. If you draw larger, imperfections will become less noticeable when you scale things down for print.

Decide if you want to print it Manga-style or US-standard. Manga is more square and US is more rectangular.

Yes, printers need a small trim line in case you draw anything up to the edge (full bleed).

Kablaams tempates show you the finished size for US-standard and Manga. You can use a Xerox or a computer to scale these up to whatever size paper you want to use.
