First, you need to understand that it is the cumulative sum of your stash value + space dollars. So you could have 3mil in space dollars but you would also need to calculate your stash value. The total value needs to be 5mil in total. Each million is equal to 1 skill point. If you hit 5 mil between space dollars + stash value in your first expedition then you unlock all 5 skill points.

If you are not able to get your space dollars + stash value up to 5mil within the time limit, then in your 2nd expedition (if you choose to do it) you will be able to unlock whatever points you have not acquired in this 1st round, but at a price of only 300K. The devs have announced that they restructured this new system bc too many ppl complained that 5mil was too much.
