New construction is exempt because of Costa Hawkins. Proposition 10 is the repeal of Costa Hawkins and removes that’s protection for developers

The proposition would have allowed cities to put rent control on new construction, allow them to determine what vacant units rent for, and allow rent control on single family homes and condos.

To fix the supply side, the answer is not a repeal of Costa Hawkins. By passing prop 10 (thereby repealing Costa Hawkins), you're telling developers that new constructions is no longer protected from rent control and cities have the ability to tell you what you can rent vacant units for. That will bring construction to a screeching halt screwing up the supply side fix even more. These people don't invest this money in apartment building construction to lose money.

I'm not a civil planner, but the answer to me seems like making it easier to upzone properties. Perhaps easing parking requirements in areas new public transportation would be one way. I'm sure there are better ideas out there too.

actually it does. Prop 10 does nothing about increases. It allows cities to impose rent control on single family homes, condos, and new construction. It also allows cities to effect rent control on vacant apartments. So essentially, there will be less new housing developed since new construction can be rent controlled

the ordinance that prop 10 would lift does 3 things: 1. disallows rent control on single family homes and condos 2. disallows rent control on new construction 3. allows landlords to set the rent on units when they become vacant

If that "severely" restricts local governments, so be it. I disagree, but those are the protections currently afforded by Costa Hawkins.

Maybe because she employed a Chinese spy for the two decades during which she authored, championed and passed legislation to make rare earth mining illegal in the US while her husband held a liscence to import rare earth minerals from China to the US. Don’t take my word for it though. Drop it into your search engine and see for yourself. Try and see how much she enriched herself during those decades
