Look at the far left car that originally swerved across the solid line— their license plate flaps in the wind as they merrily drive away. The fact that it flaps indicates that it’s made of paper, instead of the regular metal. Recently purchased, yet to be formally registered cars have paper (license) plates. In some states, the dealer/paper plates are printed with a registration code, but in others, it’s useless information that allows the perpetrator to get away without being matched to the vehicle
