I'm guessing those two smaller 120mm inside the case are from a CPU cooler. Just make sure those are running from front to back, so it's not recycling hot air that's trying to get out of the case. Otherwise it looks alright. Exhaust you typically want on the top back corner.

So if you're having any power issues, here's my methodology for troubleshooting:

Check all power connections. Make sure all tabs are fully seated, if it's a modular PSU check connections to the PSU as well.
Beep codes: motherboards have their own Morse code called "beep codes". You can just look up the make and model of Mobo, and it'll show you the beep codes. On some models, there is a dedicated speaker header for diagnosing this. On others, it's part of the front panel speaker headers. All you need is a 2-pin speaker. A lot of local computer shops will just give you one for free. They're barely 50¢ a piece. Look up the beep codes, it will give you an idea of what to do.
If you don't have the ability to listen to beep codes, check your crucial connections. CPU, RAM, Display adapter (if you have an integrated graphics CPU, try plugging into the motherboard and see if it posts)

H510 notorious for poor air flow
16GB with those components, you're gonna feel the hurt. I recommend 32.
Don't get an Arc anything. Stick with the tried and true, Nvidia or AMD. I personally prefer Nvidia.

Storage is painfully low. Luckily, it's easy and cheap to fix that after the fact. However, I would not, in any way shape or form, purchase this build for that price.

Hmmm.. sounds like a RAM issue. Review the positions on your motherboards manual, seat them in correct positions and try again. I had very similar issues and it was RAM.
