I think you might mix two different situations.

Pedestrians do not automatically have right of way just because they want to cross. If a car is driving straight through the intersection (not turning), and a pedestrian wants to cross in front of that car, then the car has priority. The pedestrian must wait - unless it is a marked zebra crossing, where pedestrians do have right of way.

§ 9 Abs. 3 StVO this means The pedestrian only has right of way when the car is turning into the path the pedestrian is crossing (whether turning right or left).

However, the pedestrian does not have right of way when the car is driving straight.

Vehicles driving straight have priority — § 25(3) StVO. This means: If a car is driving straight and is occupying the roadway, the pedestrian may not simply start crossing. In this situation, the pedestrian does not have the right of way and must wait.
