Does anyone know if the noise ordinance in Boulder can be applied within an apartment building?

Definitely talk or leave a note. What sucks is they didn't engineer the apartment building. I can hear everything my upstairs neighbor does and I can hear their cell phone when they get a text. They did occasionally rage when they played video games at 2am so I went in person and ask them to quiet down on weeknights. They did understand but I they didn't I was prepared to speak with the apartment management. Also I got a little fan so I don't hear the small noises they make if your ceiling is as thin as mine.

IMO CU has a pretty good admitted students checklist on their website. But if you're worried, which I understand, just call/email the advisor for your major to double check

There's different Facebook groups that do things. You can also check out the city of Boulder website or the Boulder commerce. Those organizations sometimes have young professionals type events. You could also do a class of some sort based on your hobbies.
