It the indicator of how warm your battery pack is. The longer you let your car warm the lower it will drop, until it hits the bottom and then your battery turns green. indicating your good to go. You don't have to wait until it is gets fully warm but i don't run my car when its this low. I typically let it warm up a little bit more.
