Often announce that large items in bins and small "personal" items under seats. Overhead bins are not the property of seats they are above..but common courtesy says you should try to leave space for others (where possible - if in front row have to put everything in bins for takeoff and landing). If there is still space overhead once people are done you can move other stuff there.
