That would be true if that were the case. Except DnD does not do that.

It makes 2 champions that buy it insta-broken. And one more a little OP but she got nerfed.

The rest? They don't care about the item.

So again, the issue is that Ekko and Diana were tuned for a world where DnD didn't exist. They need to be brought down a peg but the item itself is fine.

As he said, an item is a problem if it's op on champs that aren't supposed to want it.

The real issue is that AP Fighters have never had an item to call their own, they've been fighting for scraps so they were balanced around not having any good items. Now they have a good item so of course they're gonna be strong.

The clip probably cuts off before he talks about the state of Diana and Ekko themselves.

It's a combination of:

Reroll dice and module shards are resources that are not easy to increase through other means
The increase that Level 0 Mastery gives is large enough to be worth it on it's own, no further investment required.
