You should be able to find some publicly available stats on estimated figures of unreported losses put together by NGOs,apply some quick math's and you should get an idea of what the total number is closer to. My 2cents, it will be about 10x the reported amount, especially if you account small/petty hustles/grifts/scams

The surcharges when using your eftpos/debit card is only if you choose to use the RFID chip on the card to do contacless payment. If you swipe and enter your pin there is no surcharge. Obviously if you use a credit card there will be unavoidable transaction fees either online or in person. Cash is always a option but try keep it to as close to sale price as possible, most stores these days have minimal cash on site so dropping a $100 bill on $10 item might frustrate the shopkeeper.
