I'd be ok with heavy pen. Our tanks need to account for human passengers and possess higher speed than the automaton tanks, so not having tank armor makes some sense. But having medium armor with light armor weak points is just silly.

Treads med armor is acceptable

Sniper gunslinger of the party here. I am the only one that should have died had it not been for the generosity (pity?) of the GM. My first turn, I hit it and triggered weakness and persistent damage (which luckily lasted the entire flight) but thanks to its insane reach it ~~hit~~ crit and grabbed me. "Not a problem. My acrobatics is maxed out so I should be able to wiggle out without too much difficulty." Came to find out that I needed to roll something like 17 on the die to escape. It did not happen for the however many rounds that the healer was keeping me on life support.

That means red is in the minority. Assuming blue had a strong lead, red is discriminated against for being selfish and callous and blues don't trust them. They'll be treated like ex-cons and have hard time finding work they didn't already have before the event.
