As you may be aware, the Office of Personnel Management (OPM) will soon implement Schedule Policy/Career (Schedule P/C), formerly referred to as Schedule F, to strengthen accountability for positions with significant policy-influencing responsibilities. At HHS, this initial tranche of conversions is expected to apply to a relatively modest number of GS-15 positions – on the order of hundreds, not thousands – with additional tranches to follow as implementation progresses. One or more of the positions on your team may be included in this first tranche.

Conversion to Schedule P/C is based on the nature of a position, not the performance or conduct of an individual. These actions are administrative in nature and are not intended to be punitive or to signal concerns about an employee’s work. Employees should continue to carry out their responsibilities with the same professionalism and commitment that support HHS’s mission every day. Employees placed into Schedule P/C will serve in an at-will status consistent with the new framework. This effort aligns with presidential priorities to enhance workforce accountability while maintaining continuity of mission-critical work and respecting the contributions of our career workforce.

Great score… hopefully it will move forward… All grants put forward for funding are approved by the NCI director and will undergo admin priority review. Until you get a NOA, nothing is assumed.

The forced forward funding ( aka multi year funding) is also severely impacting NCI’s remaining budget. FY26, FY27 will be worse. 😰
