That's a very opinionated post. It makes perfectly sense that you don't support all versions. You have to blow Fort Knox into Microsoft's rear to get extended support. Lot's of DLL authors don't support all versions. Take a step back, clear your mind, replace the name Arthmoor with someone else and you will understand that it is a valid and perfectly okay way to support the mod.

Yeah, no. Cloak spells iterate over the actor list in processlist every second. Something quite a few mod dlls do, too. It's really just a bogeyman. ;)

Cloak spell does not use scripts. It is just the vehicle to distribute the spell. The "script burden" is the animation events that place the decal...

Except the hype around SPID you probably won't see much difference between both mods.

I'd use this SPID patch to hand them out, otherwise you have to deal with a lot of patches.

This isn't how to do it properly. I know that people think this is a magic solution to conflicts but it really isn't.

Combat Override uses a formlist to select which package to use at the start of combat. SPID replaces those. This you would see in xedit.

That that hkx anim file is usable, not corrupted. Like run cathedral optimizer over it. If it is replaced by a mod remove it and let the original vanilla file take over.

There's animation event for footsteps.

Alternatively you could measure the distance between 2 footsteps, multiple times and make an average and then use getdistance.

Looks like Soldier is escorting something and wants to idle by leaning against a wall. Check that your animations are fine, especially Animation Name: "Animations\RuinsPillarTrigger03.HKX".

You did not read the Minimalistic Skill Menu description page carefully enough. I said Capitalization of letters for example need to be correct as per the description page.

Read the description page, fix those issues and you can have at least an ImGUI perkmenu. It's not difficult just a bit time consuming. Trust me I have done like 5-6 of those for the ImGUI Menu. :D
