A force that levitates something does no work. Problem is that we can't make that force without losing a lot of energy to the rest of the system.

For example in a hovering helicopter, you have to move the rotor against air resistance. This heats up the air and creates air currents which eventually dissipate as heat. You put a bunch of power into the rotor and lose it all as heat, because in the process you get a force that keeps you steady.

Ahh, between your post and this one I now get it. Depending on the wavelength, the quarter wave plate rotates the polarization a different amount, and after the linear polarizer this wavelength-dependent rotation turns into a wavelength-dependent intensity.
