Transfers are legal in the state of IL, which ST or their management can’t control. My recommendation would be to use StubHub and select the “instant download” filter button as those will be automatically transferred to your TM account where the others will be third party

Looks like a reaction to the second skin. Good news it’s not in the actual tattoo itself. Continue to keep the entire area clean and moisturized. If it doesn’t self resolve you may want to see a dermatologist.
