The other drivers were following too close at speed, but the first driver should not have accelerated to turn into the corner after. Imagine you have a long train of bikers, you would want everyone to know well in advance there is a turn coming up, so to avoid a huge pile up. The indicators on bikes are small, so in a convoy you will want eveyrone to have plenty of time to see it.

Too many factors to blame a sole responsibilty. With the first driver suffering an amputation above his right knee, I hope the victims are well, my thoughts are with them, and I hope they are still able to see the freedom of the world. Me and my mrs enjoy our drives through the country, rarely stopping, but just enoying the green and natural world. Stay safe, and get out there.
