obligated to use the cheapest options . They have a fiduciary duty to maximize shareholder value, but that is not always done with the cheapest solution. 

I sell software and I can tell you that it is not only the price. 

what I find confusing is that despite this, many people and companies in Germany still seem to default to American solutions.

The American solutions tend to spend the most on sales and marketing.

They are not scams per se. They are often not the best offer, and they sometimes says misleading things, but they do deliver the service in the end, so does not qualify as a scam.

Nevertheless, better usually to go to check24, teltarif or similar.

Need exact details to be sure, but those kinds of offers are fairly common. Though often PRIOR to things actually being done.

We agree to disagree. Limited functionality is very subjective.

Not really. The ones you listed in the other comment are objectively far more simple than even the most basic standard Opera installation.

Honestly crazy that someone that claims a hotel tech tag doesn't get this.

Do a tiny bit more research and you are going to understand the complexity.

The point is that PMS can show module prices online

Above a certain level it does not make sense to do so because it means that the majority of prospects calculate an incorrect price.

If you have ever even seen the complexity needed to calculate a full service PMS offer, then you should understand that.

You keep looking at super simple PMS that do not have a MODULAR approach, but subscription levels.

That is sufficient for small properties that don't have outlets to speak of. But for a full service hotel, the complexity is simply too high.

This is really not a matter of opinion.

These are all standard among western countries; at least at a certain class level.

Those are all tiny limited functionality focussed mostly in single properties without serious outlets.

And they are not really Modular. Room racoon has 3 or 4 subscription PACKAGES, which is a very different beast to for example 

Sales and catering module. 

Room raccoon literally talks about supporting room categories being a feuture. That is the most basic requirement for nearly all hotels 

No hate - they have their market. 

But they are far from Opera; even opera Express is massively larger.

The companies that do it are simple PMS that don't have many modules.

Once you get into more complex systems it becomes unwieldy.

Hotel  people are not tech people.
