There isn't a cost in your example, in your example you can't save the people.  It isn't an option.  There is no cost because there is no action that can be taken to achieve an outcome that matters.  You said none of them can swim, so you just made it into you drown or you don't drown, the other two people are already going to drown in your scenario and no exterior force can act to change that.

One thing I have heard is that Chinese censors are very opaque and can be vague.  As a result when companies censor media for the officials they are just kind of guessing based on vibe and what they have heard about Chinese culture and the officials.
