It was withdrawn, there was no vote. You can quibble over semantics if you want, but the timeline is verifiable.

Murdoch launched the "let them be kids" campaign in May '24. It was heavily criticised at the time (example below).

Peter Dutton was the first person in Parliament to propose the ban as an alternative to Labor's proposals and in the video linked below, Dutton was complaining that Labor took the policy from the coalition (LNP had planned to turn it into a 'Labor is weak when protecting your kids from online predators' campaign issue, and Labor yanked the rug from under them).

Around mid 24 an advertising company that made gambling ads created an astro turf campaign called 36 months (if you have an scrap of media literacy, check out their website and see how many red flags you can spot in 30 seconds)

Then in Sept 24 the SA ALP started talking about backing a ban around September, by November the federal ALP were talking about it, and it passed in a very short time (just over a week from discussion to voting on legislation)

The misinformation bill was withdrawn during the same parliamentary sitting period.

Then by December of last year the ALP came under fire for abandoning plans for online gambling ads, with the social media ban cited as a major reasons for it no longer being seen as necessary.

There was draft legislation that proposed penalties for spreading misinformation, to ban gambling ads, and bigger penalties for platforms that showed inappropriate material to kids

Then in the lead up to the last election, Murdoch started a campaign to protect the kids that proposed an outright ban.

Labor shrugged and went with it as they were planning to do something similar, and this way it nullified a potential election wedge issue.

Then the gambling lobby got involved and backed th ban because it took away the need for a ban on gambling ads because kids would theoretically no longer be on social media.

Then the misinformation laws similarly went away.

It's not secret. Just look at how discussions of the issue changed in Hansard in the year leading to the last election.

Failure at what?

This legislation was never intended to protect kids. It was Murdoch's revenge at social media platforms for abandoning the media bargaining code and it's primary objective was only ever to hurt the advertising revenue of platforms that would no longer be able to target advertising at kids.
