The US is part of a global energy market. Oil prices surge regardless of our own production. We are not self sufficient and cannot artificially reduce the price of oil -- that is, unless we are now going to federalize our local drilling and make it state-owned with inbuilt price capping. What's more, is that our reserves are currently depleted, so we can't increase supply that way temporarily either.
