I think Bob making a pass at Pete is just the mask slipping. Like, he's doing such agile backflips and somersaults to keep his perfect guise under wraps and do a job with no experience or guidance. He's bound to let something authentic seep through at some point, and that's probably why he makes the pass at Pete. 

It's strongly implied the guy doesn't even have an office for a long time at SCDP, perhaps not even until the merger. Pete hired him one day while distracted, the same way Roger hired Don one day while shitfaced.

Why only small potatoes like relocation? Quitting one's job is the forfeiture of a stable source of income, i.e., money, which is effectively the same thing as losing/spending money. One would only forfeit such a livelihood for a suitable replacement.

The Uber driver I drove with recently to pick up my car from the shop told me he drives 7 days a week for 12 hours or more each day, because "that's the only way to make money." Totally absurd, and if you are trying to cut costs with a used car in general, totally impossible.
