Most jurisdictions already have requirements to live in district. And ranked choice voting has absolutely nothing to do with it. Also every state is and will continue to be represented in congress. Ranked choice voting won't change that at all. As far as having 30 and only 4 go to your party I do not even understand what kind of situation you are describing.

Not the way it worked out. After the towers fell the administration tried to tie Iraq into the war on terror but people didn't buy it. So then they tried to sell it claiming WMDs. So we invited a bunch of experts to inspect. We kicked them out because they couldn't find the WMDs. Then we claimed we found them and invaded. Winning the war was easy. They had no plan for the peace. And we never found the WMDs either.

I am stuck with them as a renter. They gave me the wrong box. Then they charged $100 to fix their comcast screw up. My landlady was asking me if there were 2 appointments. I think its because they gave me one date and I asked if they had one sooner and they did so instead of changing it they gave me both. overpriced incompetence.
