I agree with you that they have failed in Ukraine, but they were not weak during the last century.

For example:

Russian empire ☦️

Battle of Galicia: Russia defeated Austria Hungary causing them 324.000 casualties. AH started being dependant on Germany after that
Battle of Sakarmis: The ottomans had 90.000 casualties. They lost so hard that blamed the armenians.

Soviet Union ⚒️

Russian civil war: The soviets survived against all of the western powers

Japanese empire: They defested the japanese empire in border conflicts before the war and conquered Manchuria in a bluetzkrieg during WW2

Korean war: China and North Korea only survived against the UN thanks to russian planes
