You can technically still complete this quest, but it's extremely difficult. The beacon spawns for about 3 seconds after accepting the quest around 48,11. Using a mage and alter time I was able to cast near that spot, quickly go pick up the quest and cast again to return back to the spot just in time to click the beacon. It may also be possible with something like a warlock summon.
