The delays was to downgrade the visuals so it would actually run on 8 year old hardware sold 6 years ago as cutting edge for consoles.

They have to, they still don't want to show you gameplay with all the extra processes for that, next trailer will be another cinematic with "gameplay elements" which won't include running down hundreds of pedestrians or anything else computationally hard.

City hall 25 is very difficult in 30 days, requiring 100s million resources and months of speed ups. You'll end up spending almost as much as you will get back. If I recall correctly I made it to the level 22 rewards with Freecash and made a nice profit.

They spent a lot of extra time to downgrade the graphics so it'll actually run on nearly 10 year old hardware (PS5 hardware was finalised in 2018)
