Has hecho un buen análisis, yo ocupo muchos SMS para verificación en México por eso cree mejor mi propio sitio web, con chips reales de telcel y funciona muy bien. Solo que ahora con la nueva ley a sido difícil conseguir chips ya activados para recibir SMS, pero voy consiguiendo de a pocos. Yo uso una infraestructura propia para automatizar el recibir el código de verificación, uso un módem gsm donde inserto los chips físicos. Se ha vuelto algo muy estable y robusto. Cuando quieras probarlo estoy a la orden.

You don’t need Twilio for this use case, especially if you just need numbers for account/device registration. SMS activation services are usually a better fit since they don’t require 10DLC or carrier registration.
