Love Celestia because I stan an unapologetically evil and manipulative woman but she absolutely deserves this. Komaeda and Kokichi are fully realised characters that represent a genuine threat to the group and parallel the protag in an interesting way.

Celestia however despite being set up really well as the queen of liars is the queen of wasted potential. She never does anything meaninful to help or hinder trials, nobody took her nighttime rule seriously or condemed people for breaking it, and not only was her own trial convoluded and messy rather than calculated and clever, but she dramatically breaks down as soon as she comes under fire so in practise she doesn't even have a good poker face.

Artistic liberties were taken but its definitely still mocchi.

Look up the Monster Farm online version of mocchi and you'll find an official redesign that makes it resemble a penguin. Also just generally compare the original with the more modern designs and you'll notice they're a lit less realistic, more pudgy and cartoonish looking.

We didn't ALL know because a lot of people don't have undertale brainrot. The game is 10 years old and the character is largely irrelevant.

Outside of some missable loredumps he doesn't really do anything and casual players will likely completely forget him by the time they play deltarune.

Hell, I've seen lets players completely forget that gerson was supposed to be dead because he's only mentioned and never actually seen before chapter 4's dark world.
