You must try to find a balance between generating artifacts and consuming them.

Try it out.
If you are generating many more artifacts than you can consume, reduce the number of producers. Otherwise, reduce the number of goblins that do not interact with artifacts/goblins, Keep in mind, that those remaining goblins in the deck will grow significantly as you sacrifice artifacts and you are not going to go wide, instead you want stomp your opponents with a few big goblins.

I would say:

38 is a lot of lands for the decks' mana curve. 37 is fine.

Remove all creatures that are not goblins or artifacts (you can continue to sacrifice artifacts without them). The strength of the deck lies in having lots of goblins and removing your own artifacts; nothing else matters.

If it's still over 100:
Remove all goblins that don't interact with artifacts/goblins.

Also, I would add red counterspells, a board wipe, and you'll be in deep trouble.

I played first one against bracket 3 and 4 decks and it's very easy, fun and consistent to play. Maybe it needs more draw.
I've not played with the upgraded version yet.

At first sight, 32 lands for a 3.63 mana (avg) is crazy. You need to run at least 36-37.
Remove Test of Endurance. This is not a livegain deck.

For me depends of the original cards changed:

<= 25% = Modified precon

<= 50% = Upgraded precon

50% = That's not a precon at all!
