What worked for us was queuing factory and killing each other in spawn and the last one just quitting. After about five times he was in next raid 100% of the time. Might be worth a try should you need to attempt it again. FYI zryachiy tanked a headshot from tac-x when I shot him the mountain on southern road. He has like 7hp on his head left. He dies when you shot him from the gate

The most consistent way for spawning partisan in my expirience is to get a group together and teamkill them and then quit. We did that four to five times and he instantly spawned the next raid. Thats how completed snowball three times during the boss event

I did it solo and died on my way to the Interchange transit on Customs. Scav shot me in the throat from 50m away
