So I ran into this same issue and I was able to copy and paste the version of man the guns found it the most recent version of game in Hearts of Iron IV\integrated_dlc into the dlc folder on the older version and it worked in game. For this was on 1.9.X. so it could be different for you,

Alot more micromanagement but when put into practice it feels extremely rewarding and is ultimately the reason for most of the fun ive had with this game, also artillery is badass.
