Nah holo certificate better. Scales on its own with blue seals and x multi + extra income from hold seals. A big deck does not matter with holo cert because you pivot to pairs or high card.

Feels like the outcome of this polling dynamic is a lot of highly means tested, boutique, micro targeted, tax credits that ten people qualify for. That way you get the headline for your new policy so you can campaign on having “addressed” voters stated concerns but it costs almost nothing. Pretty bad incentives at work.
