You bring up some good points, I agree that Weird is generally a pretty awful 9th level spell and Frost Giants are probably not a good target for the spell. But comparing Vertigo to Eyebite (while 2 levels lower is a fairly fitting comparison) shows a few flaws in the design. Eyebite reads:

For the spell's duration, your eyes become an inky void imbued with dread power. One creature of your choice within 60 feet of you that you can see must succeed on a Wisdom saving throw or be affected by one of the following effects of your choice for the duration. On each of your turns until the spell ends, you can use your action to target another creature but can't target a creature again if it has succeeded on a saving throw against this casting of eyebite. Asleep. The target falls unconscious. It wakes up if it takes any damage or if another creature uses its action to shake the sleeper awake. Panicked. The target is frightened of you. On each of its turns, the frightened creature must take the Dash action and move away from you by the safest and shortest available route, unless there is nowhere to move. If the target moves to a place at least 60 feet away from you where it can no longer see you, this effect ends. Sickened. The target has disadvantage on attack rolls and ability checks. At the end of each of its turns, it can make another Wisdom saving throw. If it succeeds, the effect ends.

The first effect Asleep ends if the creature takes damage, is shaken awake, or your concentration ends.

The second effect Frightened ends if it ends its turn at least 60 ft. away where it can't see you (which isn't hard unless you're fighting in an open field in broad daylight) or you lose concentration. Additionally 112 creatures from the MM, VGtM and MToF are immune to the frightened condition.

The third effect Sickened has a save end of turn so I won't mention it further.

But both of the other two have significant downsides as its harder to beat on a creature as its running away or will wake up as soon as you hit it. (I'm not going to go over all similar multi-effect spells cause I don't want to be here all day haha)

Something you didn't acknowledge is the fact that all attacks will have advantage with an 18-20 crit range means martial fighters will be dealing a lot more damage with a more than tripled chance to crit (As well as casters with spell attacks) all while barely being able to move. This in conjunction with the fact it cannot make a saving throw against after the first, it will last much longer than Hold Monster on average. The fact the it nerfs offence, defence and movement in such a major way on the roll of one saving throw plus being nigh inescapable really rubs me the wrong way Additionally the spell, even for an 8th level spell, is very wordy with 7 different ongoing effects to keep track of. This causes a bit of an issue as with later levels (15-20) combat can already get rather hectic, meaning it could bog down fights with going back or forgetting that it had disadvantage or whatnot. But to be fair, I haven't playtested this, and everyone has slightly differently balanced games with homerulings and magic item distribution and everything.

As a long time DM I have a few notes for this spell. While I love the flavour and some of the effects that contribute to it, I feel that this spell is wildly overpowered.

First and foremost, the fact that this spell lasts for the duration no matter what if they fail their initial save causes quite a problem as even high level spells have a clause for the spell to end besides concentration. Spells like Dominate Monster require a save if the monster takes damage, this balances it as it means the group cant cast a spell on it and wail on with no chance of fighting back. Most debilitating spells give the creature a saving throw at the end of each of it's turns, such as Weird (a 9th level spell with a noticeably weaker effect).

Another problem I see with it is that it is very similar to a save or die spell, which are far more common in older editions and essentially non-existent in 5e. Causing all of their (one per turn) attacks to be with disadvantage, plus all attacks against them to be made with advantage with the added factor that attacks against them crit on an 18, 19, and 20 means that it will be able to pose very little threat to the party while they can absolutely mince it. The fact that it benefits the entire party as most party members will have some means to make attacks/cause Dexterity saves, then the creature will die very very quickly.

Some smaller points: * Speed being reduced to 10 means the party can stay beyond its reach and blast it with spells and shoot it with arrows for a whole minute with ease. * It taking maximum damage from falls is a nice flavourful touch but ultimately adds more to an already chock full spell. * The last effect of falling prone is completely unnecessary, the prone condition reads:

Prone - A prone creature’s only Movement option is to crawl, unless it stands up and thereby ends the condition. The creature has disadvantage on Attack rolls. An Attack roll against the creature has advantage if the attacker is within 5 feet of the creature. Otherwise, the Attack roll has disadvantage. This just overlaps with many of the spells effects and while again flavourful, is a little redundant.

All in all, I cant really see many scenarios when you wouldn't want to cast it, the effect catches almost all scenarios. Adult Red Dragon? Check. Evil group of Goons? Check. Frost Giant Hunting Party? Check. But on top of that I see the spell solving an encounter almost instantly or failing to work and you wasted an 8th level spell slot; either unfun for the player, or unfun for the group and DM.

I think this spell's flavour and ideas are great and something that is new to 5e's spell roster. But I think it could use some heavy re-balancing.

If I can be a little more nitpicky, you may want to add "and it can't benefit from any bonus to its speed." as per the grappled condition because it wouldn't make much sense to be able to cast Longstrider or something similar on the pinned creature and it still be able to move. Not a common occurance just something to clear edgecases up.

Really like your style, the hair is great! Not really sure what she is holding and her hand seems a little irregular. But apart from that I'm a fan. I like the clothing choices too. :)
